1^st training course on basic civil defence officers has opened in Hangzhou in November, 13^th. There were 110 people, who took part in training: 65 Directors of West Lake District along with Chief Representatives of each community in Hangzhou. LiuJianMin, ZhangZhongMin, the Deputy Secretary and Deputy Director of Civil Defense authority (Civil Defence Office) in Hangzhou, Director of civil defense Authority (Civil Defence Office)  Secretariat in Hangzhou YangSongLin, The Secretary-General of the civil defense Association in Hangzhou WangGuangRong – have participated too.

Professor YuXiaoFeng has reported on “Non-traditional security and civil defence”: what is non-traditional security, how to deal with non-traditional security threats, expanse on three aspects of community civil defence construction on the significance of non-traditional security. His point is that community civil defence construction on national non-traditional security capacity building response is both basic and important. Director YangSongLin has reported on “Public crisis and response”. He combined related examples of the case, and explained the importance of civil defence community strengthening, the major crisis classifications in Hangzhou Communities, Community evacuation etc walkthrough practice and other major know-how.

This training course was held on preliminary study basis of “Non-traditional Security and Peace Development Research Center of Zhejiang University” and “Civil Defence Association” cooperation project, named “Promoting basic civil defence in Hangzhou work study”. At the same time training class carried forward difficulties of civil defence work and other basic subjects to discuss. “The Hangzhou Community civil defence manual (draft)” has made a wide cross-section with suggestions of the community leaders. In conclusion, the Secretary-General WangGuangRong pointed out that: people’s defense transformation to civil defense is the important trend of Chinese defense establishment and development; the present widespread threats of non-traditional security are those transforming major points of agreement, and through non-traditional security capacity building way of thinking to understand that at present time civil defence construction possesses a great importance.
