Security Governance Seminar (SGS) News Letter 5

The 6th NTS-PD Security Governance Seminar (SGS) was held at room 206 of College of Public Administration on 27 Mar from 19:30 to 21:30. The theme of this seminar is ‘securitization’. The presenter is Chen Kai, post-doctorate of NTS-PD. Zhou Zhanggui is commenter. Yang Yang is the host. The Highest Realm of Personality: Introduction of Species Ethics written by Yu Xiaofeng and Zhang Yan was the weekly book for group communication.

In the first place, Chen Kai analyzed ‘securitization cost’ from the perspective of economics. He concluded that the securitization cost, without concerning national core interests, will arise due to the continuous rise in citizens’ expectations. His idea has inspired the participant’s thinking. Professor Yu Xiaofeng held different idea, thinking that most securitization issues in China are closely related with national core interests and there is a little or little securitization cost for authorized organizations. About ‘securitization cost’, Liao Danzi put forward that we need to figure out the question of ‘whose cost ’and also need to look at ‘securitization cost’ from a dynamic perspective of a developmental society. Xie Guiping thought that we should distinguish those different costs of different stakeholders. In addition, Chen Kai raised his own idea about ‘the initiator of securitization’ and ‘desecuritization’. He thought that when weak states and elites face strong non-state actors (such as interest groups), the latter will become the actor of securitization; and once elites and strong audience form ‘interest alliance’, it will to a large extent reduce the inherent flaws of ‘securitization’and make ‘desecuritization’ process harder. In this regard, Liao Danzi held the idea that securitization is a game and the stronger will dominate the securitization direction and process.

After the presentation, Zhou Zhanggui gave brief comments on securitization cost, discourse rights in desecuritization, range of securitization and made corresponding supplements to the case of China-Myanmar oil pipeline construction.Then, Liao Danzi made a summary of this discussion: a. securitization actor and audience has a new interactive relationship which means that weak audience implement securitization on strong government; b. the cost of securitization; c. the difference between securitization actors; d. the process and stage of securitization; e. securitization implementation methods; f. the implementation range of securitization extend from national to regional and international level. Professor At last, Yu Xiaofeng perceived that this seminar is a great breakthrough and transcendence for securitization theory and will transfer securitization study from massive and overall to individual and specific. He also put forward that securitization actor, cost, process, audience and assessment etc. should be important aspects of securitization study.

Second stage time, every participant introduced the latest developments of non-traditional security issues in major countries and regions of the world in the past week and exchanged their ideas about The Highest Realm of Personality: Introduction of Species Ethics. They have discussed ‘species ethics’ and ‘people with personality’. Professor Yu Xiaofeng gave comments respectively.
