Based on building a mechanism to handle emergencies, the Programme explores the evaluation of warning system, emergency mechanism, and accountability mechanism in government’s response to public emergencies so as to work out a way to build and evaluate the performance of the capacity- building system against public emergencies in an integrated way. Meanwhile, the problems in the government’s management mechanisms dealing with public emergencies and large-scale crises are explored, so as to build a performance and accountability-oriented management mechanism.
