In view of the dimension aging of population in urban and rural areas, the research tries to explore the life expectancy of employees, aging population, aged population and its structures characteristics and the point of return in different districts of Zhejiang so as to provide a solid demographic analysis for policy approach. Besides, it analyzes the comprehensive strategy to implement the socialized endowment system in Zhejiang from a dimension of time and spatial dynamics. In the end, It utilises policy simulation to work out feasible solutions to the implementation of policies.
