Based on factors of normal crises in non-traditional security studies, the research probes how normal crises are transformed into abnormal ones by analysing their threshold, igniting point, and turning point. Meanwhile, the potential non-traditional security threats faced by China in the next two decades are refined from normal and abnormal crises in such ways as simulation etc. Given such non-traditional security threats, a comprehensive framework regarding to capacity building is designed to deal with non-traditional security threats in China at levels of theoretical paradigm, pattern-identification, mechanisms of governance, and policy implementation and assessment.
